            <![CDATA[ <p>A new political scandal involving the unpublished biography of former Army Chief <strong>General M. M. Naravane</strong> has brought back into focus the long-standing conflict between <strong>national security</strong> and the right of former military personnel to publish their <strong>memoirs</strong>. There have been objections in <strong>Parliament</strong> to the use of quotes from Naravane’s biography, which has not yet been formally cleared by the <strong>Defence Ministry</strong>. In this background, an earlier case involving former <strong>Major General V. K. Singh</strong> has come back into focus. Singh wrote a biography of India’s external intelligence agency, <strong>R&amp;AW</strong>, in 2007 and was subsequently charged under the <strong>Official Secrets Act</strong>. The <strong>CBI</strong> searched his residence and seized documents, and even after almost two decades, the case is still pending in court. Singh has argued that he was never formally told to get his manuscript cleared.</p> ]]>
